Ten primary Navy and Marine installations make this region the largest military complex in the United States. More than 100,000 military and 50,000 civilian personnel are affiliated with the commands. San Diego is also home to the Navy's Pacific operations. One-sixth of the entire fleet and one-half of the Pacific Feet are based within the county. Experts estimate Department of Defense annual expenditures in San Diego, including US. space and Naval Warfare Systems Command (SPAWAR) defense contracts, payroll and base operations at more than $9.5 billion. In fact, San Diego is second only to Los Angeles for defense dollars awarded. The military impact reaches beyond the primary financial considerations.
